Comoros Maritime Administration – Mandatory Flag State Inspection for Vessels Operating within the Paris MoU Region

The Union of the Comoros Maritime Administration has introduced a mandatory Flag State Inspection requirement for all Comoros-flagged vessels entering, transiting through, trading within, or conducting commercial operations in the Paris MoU region.
A vessel must complete a satisfactory FSI before entering the region and retain the required documentary evidence onboard. The FSI is generally valid for six months unless otherwise specified by the Administration.
| Owners and managers must act before voyage commencement. Do not route a Comoros-flagged vessel into the Paris MoU region until the vessel’s FSI status and validity have been confirmed. |
Key actions
- Review planned voyages and port calls for Paris MoU exposure.
- Arrange the FSI sufficiently in advance through the Comoros Administration or an authorized delegated inspector.
- Keep satisfactory FSI evidence onboard and available for Port State Control.
- Notify IMC promptly following a detention, major deficiency, change of RO/flag, or relevant structural/operational modification.
